- Preheat oven to 400°F. Line a baking sheet with parchment paper.
- In a skillet over medium heat, add ground beef and season with salt, black pepper, garlic powder, and Italian herbs. Cook, breaking up meat with a spoon, until browned and cooked through, about 5 minutes. Drain excess fat and let cool briefly.
- On a lightly floured surface, roll out the pizza dough into a rectangle approximately 12 x 10 inches.
- Spread pizza sauce evenly over the dough, leaving a 3/4-inch border along the edges. Distribute the cooked beef evenly, then layer the pepperoni slices on top. Sprinkle mozzarella and Parmesan cheese over the fillings.
- Starting from a long edge, roll the dough into a tight log. Pinch the seam to seal. Cut the roll crosswise into 8 equal pieces. Arrange cut-side up on the prepared baking sheet.
- Brush the tops with olive oil. Bake in the preheated oven for 12 to 15 minutes, until golden brown and the cheese is bubbling.
- Let cool for 3 minutes. Garnish with chopped fresh basil or parsley if desired. Serve warm with additional pizza sauce for dipping.
